The largest navigation map-fund will be created in Russia
This was officially announced at the seminar for captains and ship-owners which was held June 2 within the business programme of the Baltic Marine Festival in Lenexpo.
The Fund was organised this June by the Federal Agency of Maritime and River Transport on the base of FGUP Mapping and Informational Technologies. It was created in the framework of the government programme to supply all the major ships with the Electronic Chart Display and Information System (ECDIS) and in the framework of the government GLONASS programme.
Being the world's largest collection of digital nautical charts of inner Russian water ways the Fund is to be enlarged later by some maps of sea regions. In order to supply captains with actual navigation information, the Fund will cooperate with the Department of Navigation and Oceanography of the RF Ministry of Defense and the Federal Service for State Registration, Cadastre and Cartography as well as with foreign hydrographic services.
The General Director of one of the leading companies in the ECDIS supply Jeppesen Marine, Sergei Gubernatorov cited statistics: 40% of all the accidents occur because of the loss of the geographic orientation of the vessel. ECDIS allows quickly and accurately determine the coordinates. "But I would not recommend to rely on ECDIS completely," he added. "For a more accurate result, I would advise pilots to combine the use of digital and traditional image of the radar and not to forget about visual survey”.
According to him, in spite of such obvious advantages as the scale and speed of delivery of navigation data, the digital maps system still requires some technical perfection. For its impeccable work it is necessary to update all existing maps of the oceans, because the data on some sites have not been updated since the time of James Cook’s voyages.
