“It’s time to move on to industrial agglomerations”, the Russian strategist believes
“Now, for 2 days, the center of strategizing has moved to Saint Petersburg. And at the end of the month, to Saint Petersburg, the industrial capital of Russia will move for three days. The ExpoForum Convention and Exhibition Centre will host the updated Forum-Exhibition “Russian Industrialist”. The grandiose event is supposed to be attended by more than 1,000 top managers, over 20 governors. We invite everyone, and I think that my invitation will be supported by Kirill Soloveitchik (Chairman of the Saint Petersburg Committee on Industrial Policy, Innovation and Trade), who is present here. The Committee, together with the Ministry of Industry and Trade, as well as the Russian Union of Industrialists and Entrepreneurs, acts as a co-organizer of the Forum-Exhibition”, Filonenko said.
Igor Konstantinovich also focused on the tools for solving problems in the field of industrial policy.
“It so happened that the main body for long-term strategizing and planning, the Council for Studies of Production Forces (CSPF), was liquidated, just at the time of creation of the spatial development strategy. The strategy appeared, and the body that, by logic, should have develop it disappeared. Therefore, certain problems and tasks in the field of industrial policy have now arisen. First of all, this is responding to the crisis, because what is happening now is the real economic crisis. So, it is necessary to mobilize the economy, applying import substitution and other tough measures.
If we bear in mind the long-term perspective, the tools are completely different. The main thing is development of competition. This is something that, unfortunately, has ever been absent from our industry. There were monopoly enterprises and so on and so forth. Therefore, it is necessary to develop competition, as well as the entire strategic chain: education, science, implementation, production, consumption. In many countries, this concept is now being implemented in framework of the cities of future. And we don’t have such a project. And this chain does not even begin at the university. It begins with the fact that the working and engineering professions have become prestigious again”, Filonenko added.
The Director for the EF-International Ltd Development proposed to expand the concept “agglomeration”.
“Another important aspect, it's time to change the definition of agglomeration. Now it has turned into urban planning history. It’s time to move on to industrial agglomerations. This is exactly what the Government of Saint Petersburg is doing: it is forming industrial agglomeration around the city. There are no residents per se. This is both work and study. We should implement all this in the post-mobilisation economy”, Filonenko summed up.
