The central event of the second day of the XXI International Exhibition «Housing and Communal Services of Russia» was the Plenary Session «Strategic development of the housing and communal services industry: New challenges and ways to overcome them».
Evgeny Razumishkin, Vice Governor of St. Petersburg, addressed the participants with a welcoming speech on behalf of the Governor and members of the Government of St. Petersburg. He thanked the organizers of the event and stressed the importance of the Exhibition, which takes place after the end of the winter period. «For the housing and communal services industry, this provides an opportunity to take stock and outline plans for further development. In one place it’s snowing, in another — the sun is shining, and the housing and communal services are always working,» said Evgeny Razumishkin.
The main task facing all industry participants today is to bring it to break-even and give it new development impulses, said Olga Sharova, Director of the Strategic Projects Department at the Ministry of Construction and Housing of the Russian Federation. The new national project «Infrastructure for Life» and one of its programs «Organization of communal infrastructure» are aimed at this. A number of activities of this program are implemented with the financial support of the Russian Ministry of Construction, namely through direct subsidies to the regions for the modernization of housing and communal services infrastructure. In 2024, the ministry allocated 600 billion rubles for these purposes, Olga Sharova noted.
At the same time, she said, federal support funds are insufficient, and the regions themselves should more actively seek funds within the industry, use the opportunities of already approved investment programs, and find extra-budgetary funds. «Municipalities should participate in the formation of long-term regional plans, declare their needs so that they are included in regional comprehensive development plans. This is important, as the financing goes only to the projects envisaged in such plans,» Olga Sharova reminded.
Evgeny Razumishkin stressed the need not only to use the support tools offered by the Ministry of Construction and Housing and Communal Services, but also to learn from the experience of colleagues. For example, St. Petersburg, following the example of Moscow, has switched from a contract method of organizing cleaning of territories to an economic one, and the effect of this, the Vice Governor of the city noted, is already visible.
A distinctive feature of the housing and communal services sector in St. Petersburg is a large number of cultural heritage sites — out of 24,524 residential buildings, more than 10,000 have a protected status, said Evgeny Razumishkin. This is related to the special guidelines for the development of urban housing and communal services. Therefore, at present, one of the priority issues for the housing and communal services of St. Petersburg is the issues of capital repairs, management of apartment buildings and strengthening the role of state regulation through housing inspections. «We are active supporters of increased licensing, fines and other types of liability for unscrupulous management companies. We also believe that the threshold for entry into this market should be raised,» Evgeny Razumishkin emphasized.
«Last year was the «year of housing and communal services» for the State Duma,» said Svetlana Razvorotneva, deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, Chairman of the Council of the National Center for Public Control in the Field of Housing and Communal Services. She told the participants of the plenary session about the main laws and draft laws adopted and discussed by the State Duma, and about the plans for further work of legislators. «In 2024–2025, there was and is an active discussion in the State Duma on the reform of the housing and communal services sector, a roadmap for solving the problems of the industry was formed, consisting of 39 points. Much of what is included in the roadmap is already being implemented,» Svetlana Razvorotneva said.
Among the implemented measures is the introduction of serious amendments to the law On Heat Supply, the inclusion of measures to create communal, social and road infrastructure in a mandatory part of projects for the integrated development of territories. Thanks to this, it was possible to synchronize urban planning policy and plans for the development of urban and communal infrastructure, Svetlana Razvorotneva emphasized.
There is a very active discussion in the State Duma on the issue of improving the management of apartment buildings, the parliamentarian said. The idea of informing homeowners about holding general meetings through Gosuslugi portal has already been approved, draft laws have been developed and adopted in the first reading on the creation of guaranteeing companies for residential buildings recognized as emergency, on standardization of reporting in the field of residential buildings, as well as on the registration procedure for organizations to enter the elevator maintenance market.
Among the promising legislative plans, Svetlana Razvorotneva named the introduction of mandatory methods for calculating the minimum wage for the maintenance of residential buildings, the separation of maintenance and maintenance work, the provision of additional levers of control over the activities of management organizations to active owners, as well as the creation of a management system for common property in cottage settlements.
According to Aleksander Gurylev, Vice President of the ANP National Housing Congress, the problems of management companies are very similar to those faced by resource supply organizations. This includes staff shortage, low professionalism of existing employees, poor collection of payments, low cost of services and tariffs, and lack of transparent pricing. The last issue, according to Aleksander Gurylev, could be solved by introducing a minimum cost of work to be carried out in the multi-family houses. «The rules and standards by which the industry operates should be clear to both the business community and the client. The payer must understand what he can and may demand for his money,» Aleksander Gurylev says with confidence.
Modernization of the housing and communal services infrastructure in the regions is hampered by a lack of funding and the often passive approach of regional authorities to initiating such projects. According to Anna Fedoseeva, Director of Development at Rosvodokanal Management Company, it is necessary to carry out explanatory work on the prospects of concession agreements on the ground. In her opinion, such a financing model is not only economically justified and profitable, but also allows fulfilling social obligations and providing consumers with high-quality services in the field of heat, water supply, and sanitation. To date, Rosvodokanal has been implementing concession agreements in 10 Russian regions and, «despite the high key rate, it has been developing new investment projects and entering new regions,» said Anna Fedoseeva.
Financial institutions and organizations are actively entering the housing and communal services industry. So, DOM.RF JSC has extended the mechanism of infrastructure bonds, a popular source of extra–budgetary financing for infrastructure projects in the regions, to the housing and communal services sector. At the moment, according to Alla Ivanova, head of the Infrastructure Bonds Division of DOM.RF JSC, 21 projects are being implemented using this mechanism in 14 regions of the country, the total amount of projects exceeds 47 billion rubles. Among them, Alla Ivanova noted the reconstruction of heat supply networks in the Sakhalin Region, sanitation and water supply systems in Lipetsk, and the creation of an electric grid infrastructure in the Nizhny Novgorod region.
Starting this year, DOM.RF has been launching a new program for the housing and communal services sector — the provision of communal and construction road equipment for preferential leasing. The lessees may be state and municipal authorities, unitary enterprises, budgetary institutions, companies with more than 50% state participation.
In 2024, «Alfa-Bank» included the housing and communal services industry in its priority strategic sectors and «has been moving smoothly in this direction for a year now,» said Aleksander Gorinov, head of the Department for Development and Sales Support of Transactional Products at AO «Alfa-Bank». The Bank is ready to consider all possible types of lending to industry participants. These include revolving loans, investment loans, medium-term loans, and long-term loans, as well as participation in concession agreements, he concluded.
