Modernization of energy systems and municipal infrastructure requires increased attention from the government, additional funding and high-quality specialists. These issues were discussed by experts during the round table «Integrated development, modernization and accessibility of energy systems and municipal infrastructure», held as part of the Russian International Energy Forum.

The event was held with the support of the Association of Energy Enterprises of the Northwestern Federal District (AEE NWFD), the National Association of Energy Enterprises (NAEE), the Scientific and Expert Council for Monitoring the Implementation of Legislation in the field of energy, Energy Conservation and Energy Efficiency Improvement, and EF-International LLC.

Vladislav Ozorin, President of the AEE NWFD, Chairman of the NAEE Scientific Expert Council, corresponding member of the Petrovsky Academy of Sciences and Arts, began the discussion. «As one of the experts of the Parliamentary Assembly of the Collective Security Treaty Organization (CSTO), in 2007 we created a model law on energy security of the CSTO countries. This is probably one of the most important documents of the century, because it defined everything from the moment of financing certain issues related to our energy security to energy efficiency and energy conservation. We hoped that such a document would be adopted at least at the regional level. Unfortunately, we have given birth to an energy strategy that continues to become obsolete and which is constantly being amended,» Vladislav Ozorin shared.

At the same time, he clarified that Russia has a strategy for the development of the industry until 2035, and the Russian Government is preparing a new document designed until 2050. However, as many years ago, the main problems remain the same: access to power grids, pricing, protection of the rights of market participants, and a high level of equipment wear. «In 2009, I wrote an article that the wear of the main equipment of the network complex was 70%. Why haven’t we done anything in this area since 2009? And if we didn’t, it means that the strategy was wrongly built,» Vladislav Ozorin added.

In addition to the legislative aspects, we are talking about network companies. Last spring, the Russian Government submitted amendments to the Federal Law On Electric Power Industry to the State Duma, consolidating the concept of a backbone territorial grid organization. In fact, the legislative initiative is aimed at consolidating the electric grid market. Now the power engineers face the problem of how to balance the networks of small companies. However, the «kids» themselves are not averse to integrating into a territorial company in order to survive.

From the speech of Vitaly Stromakov, Deputy General Director of PJSC ROSSETI Lenenergo, it followed that there were enough problems with the modernization of equipment. «We have a too long cycle from identifying problems to fixing them,» he said. As an example, the expert cited a case when it was necessary to modernize a substation in order to reduce the energy load on the working equipment. The company calculated and came to the conclusion that it was more efficient to install an additional transformer. However, the network organization refused to coordinate such a step, because it contradicts the regulations. As a result, lengthy approvals were required for the installation of new equipment. Sometimes such processes generally take years, and while coordination is underway, energy consumption increases many times. As a result, when it comes time to install a more powerful transformer, its power is no longer enough.

Aleksey Petlichenko, Head of the Department of the STC «Energy Supply» of Gazprom Promgaz JSC, touched upon the topic of fuel and energy balances of companies. He said that one of the main reasons for the emergence of a surplus or deficit in the energy balance of companies is the approach to working with consumers. According to the expert, it followed that the legislation allows grid companies to sell energy to the end user both in terms of actual consumed volumes and contractual ones — on average. As a rule, the latter option is more profitable, since the price for energy resources will be thereby higher. However, there is a risk of getting surpluses, because end consumers may not consume enough energy, and this already results in monetary losses for the supplier. However, if consumption is calculated incorrectly, it is possible to get an energy deficit.

The topic of accounting was also raised by Evgeny Kikot, General Director of Neva Energy LLC. The company specializes in the development of mathematical models for solving problems of operation and development of municipal infrastructure systems. According to him, the main problem of small towns and municipalities remains underfunding and the lack of specialists capable of making calculations correctly. As a result, a vicious chain of events turns out: there is no money and no qualified specialists, and problems arise in the housing and communal services, which result in a loss of money.

Arkady Semyaninov, President of the NAEE, believes that all the issues raised at the round table require urgent solutions. Otherwise, not only the industry will suffer, but also ordinary consumers.

During the four hours that the event lasted, the experts actively exchanged opinions. At the same time, the dialogue developed in a constructive manner, when, after describing the problem, the participants all tried to find a solution. As a result, all proposals have been collected and will now be sent to the relevant committees of federal and regional authorities.

The central event of the second day of the XXI International Exhibition «Housing and Communal Services of Russia» was the Plenary Session «Strategic development of the housing and communal services industry: New challenges and ways to overcome them».

 

Evgeny Razumishkin, Vice Governor of St. Petersburg, addressed the participants with a welcoming speech on behalf of the Governor and members of the Government of St. Petersburg. He thanked the organizers of the event and stressed the importance of the Exhibition, which takes place after the end of the winter period. «For the housing and communal services industry, this provides an opportunity to take stock and outline plans for further development. In one place it’s snowing, in another — the sun is shining, and the housing and communal services are always working,» said Evgeny Razumishkin.

 

The main task facing all industry participants today is to bring it to break-even and give it new development impulses, said Olga Sharova, Director of the Strategic Projects Department at the Ministry of Construction and Housing of the Russian Federation. The new national project «Infrastructure for Life» and one of its programs «Organization of communal infrastructure» are aimed at this. A number of activities of this program are implemented with the financial support of the Russian Ministry of Construction, namely through direct subsidies to the regions for the modernization of housing and communal services infrastructure. In 2024, the ministry allocated 600 billion rubles for these purposes, Olga Sharova noted.

 

At the same time, she said, federal support funds are insufficient, and the regions themselves should more actively seek funds within the industry, use the opportunities of already approved investment programs, and find extra-budgetary funds. «Municipalities should participate in the formation of long-term regional plans, declare their needs so that they are included in regional comprehensive development plans. This is important, as the financing goes only to the projects envisaged in such plans,» Olga Sharova reminded.

 

Evgeny Razumishkin stressed the need not only to use the support tools offered by the Ministry of Construction and Housing and Communal Services, but also to learn from the experience of colleagues. For example, St. Petersburg, following the example of Moscow, has switched from a contract method of organizing cleaning of territories to an economic one, and the effect of this, the Vice Governor of the city noted, is already visible.

 

A distinctive feature of the housing and communal services sector in St. Petersburg is a large number of cultural heritage sites — out of 24,524 residential buildings, more than 10,000 have a protected status, said Evgeny Razumishkin. This is related to the special guidelines for the development of urban housing and communal services. Therefore, at present, one of the priority issues for the housing and communal services of St. Petersburg is the issues of capital repairs, management of apartment buildings and strengthening the role of state regulation through housing inspections. «We are active supporters of increased licensing, fines and other types of liability for unscrupulous management companies. We also believe that the threshold for entry into this market should be raised,» Evgeny Razumishkin emphasized.

 

«Last year was the «year of housing and communal services» for the State Duma,» said Svetlana Razvorotneva, deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, Chairman of the Council of the National Center for Public Control in the Field of Housing and Communal Services. Among the implemented measures is the introduction of serious amendments to the law On Heat Supply, the inclusion of measures to create communal, social and road infrastructure in a mandatory part of projects for the integrated development of territories. Thanks to this, it was possible to synchronize urban planning policy and plans for the development of urban and communal infrastructure, Svetlana Razvorotneva emphasized.

 

There is a very active discussion in the State Duma on the issue of improving the management of apartment buildings, the parliamentarian said. The idea of informing homeowners about holding general meetings through Gosuslugi portal has already been approved, draft laws have been developed and adopted in the first reading on the creation of guaranteeing companies for residential buildings recognized as emergency, on standardization of reporting in the field of residential buildings, as well as on the registration procedure for organizations to enter the elevator maintenance market.

 

Among the promising legislative plans, Svetlana Razvorotneva named the introduction of mandatory methods for calculating the minimum wage for the maintenance of residential buildings, the separation of maintenance and maintenance work, the provision of additional levers of control over the activities of management organizations to active owners, as well as the creation of a management system for common property in cottage settlements.

 

According to Aleksander Gurylev, Vice President of the ANP National Housing Congress, the problems of management companies are very similar to those faced by resource supply organizations. This includes staff shortage, low professionalism of existing employees, poor collection of payments, low cost of services and tariffs, and lack of transparent pricing. Modernization of the housing and communal services infrastructure in the regions is hampered by a lack of funding and the often passive approach of regional authorities to initiating such projects. According to Anna Fedoseeva, Director of Development at Rosvodokanal Management Company, it is necessary to carry out explanatory work on the prospects of concession agreements on the ground. In her opinion, such a financing model is not only economically justified and profitable, but also allows fulfilling social obligations and providing consumers with high-quality services in the field of heat, water supply, and sanitation. To date, Rosvodokanal has been implementing concession agreements in 10 Russian regions and, «despite the high key rate, it has been developing new investment projects and entering new regions,» said Anna Fedoseeva.

 

Financial institutions and organizations are actively entering the housing and communal services industry. So, DOM.RF JSC has extended the mechanism of infrastructure bonds, a popular source of extra–budgetary financing for infrastructure projects in the regions, to the housing and communal services sector. At the moment, according to Alla Ivanova, head of the Infrastructure Bonds Division of DOM.RF JSC, 21 projects are being implemented using this mechanism in 14 regions of the country, the total amount of projects exceeds 47 billion rubles. Among them, Alla Ivanova noted the reconstruction of heat supply networks in the Sakhalin Region, sanitation and water supply systems in Lipetsk, and the creation of an electric grid infrastructure in the Nizhny Novgorod region.

 

Starting this year, DOM.RF has been launching a new program for the housing and communal services sector — the provision of communal and construction road equipment for preferential leasing. The lessees may be state and municipal authorities, unitary enterprises, budgetary institutions, companies with more than 50% state participation.

 

In 2024, «Alfa-Bank» included the housing and communal services industry in its priority strategic sectors and «has been moving smoothly in this direction for a year now,» said Aleksander Gorinov, head of the Department for Development and Sales Support of Transactional Products at AO «Alfa-Bank». The Bank is ready to consider all possible types of lending to industry participants. These include revolving loans, investment loans, medium-term loans, and long-term loans, as well as participation in concession agreements, he concluded.

Topical issues in the development and application of anti-corrosion protection were discussed by the participants of the plenary session at the 27th International Exhibition and Congress «Rustproofing» at the Expoforum Convention and Exhibition Center. First of all, these include the problems of unification of industry standards, as well as the specifics of the production of protective coatings.

 

An important part of the anti-corrosion protection of materials and structures is the quality inspection of all related work, — Pavel Stepanov, Director of Development and Head of the Personnel Certification Department of the Russian Register Certification Association, said at the opening of the scientific and practical conference «Current Issues of Rustproofing». Inspection control includes checking the compliance of works and materials with regulations and standards, identifying possible defects at an early stage, documenting them, and making recommendations to the customer.

Companies can either train their employees for these purposes, or invite outside experts, or involve independent organizations, he noted. In addition to direct inspection, designed to minimize production risks and, consequently, the cost of subsequent repairs, control can also include an audit of production processes aimed at ensuring the stability of production, and certification, that is, an assessment of product compliance with various standards and specifications.

Now, when the supply chains of materials are undergoing significant changes, there are risks associated with the fact that new materials may be incompatible with those that have already been used before, Pavel Stepanov noted. «Not all materials have been fully tested for a long time, which may create difficulties with their implementation,» he said.

Yulia Prykina, Head of the Laboratory of Protective Coatings and Polymer Functional Materials at TMK Research Center LLC, spoke about the specifics of the development and application of protective and anti-corrosion coatings for pipes. In addition to corrosion itself, salt deposits are also dangerous for them, which can sometimes lead to the failure of entire wells, however, recent experiments on the creation and operation of new coatings demonstrate success, and a permanent technique should appear in the near future, she noted.

At the same time, according to Yulia Prykina, there is a problem of the lack of Russia’s own production of epoxy resin, on the basis of which all protective coatings are created. All the raw materials for its creation are imported, and if by 2022 the components supplied from abroad made it possible to create coatings that can withstand temperatures up to 150°C, then the Chinese analogues available today are designed for a maximum of 130°C. «The strategic objective should be the revival of resin production plants,» she stressed.

Anton Tsvetkov, Head of the Testing Laboratory of Peter the Great St. Petersburg Polytechnic University, dedicated his speech to non-standard methods of testing protective coatings in various conditions. According to him, the laboratory performs tests not only by standard methods, but also at elevated temperatures and pressures, using dynamic autoclaves, salt mist chambers, and creating a hydrogen environment to evaluate the behavior of materials, taking into account the actual operating conditions specified by the customer. However, non-standard test methods have not yet been officially accredited and are of a research nature, but in the future it is possible to obtain accreditation, he added.

In turn, Nikolay Petrov, Executive Director of the SOPKOR Association, Chairman of MTK 543/TK 214, reported on the work in the field of unification of standards adopted in the field of rustproofing. The problems here are the presence of a large number of departmental standards for equipment and materials, as well as their fragmentation. The members of the technical committee headed by him are working on the unification and updating of standards for anticorrosive coatings. A number of new GOST standards have already been approved last year, and others are currently being reviewed and clarified, including for underground structures, steel ship hulls, and others.

Discussions with large oil companies, which insist on including their internal standards in the category of state standards, present a separate difficulty in this work. This is possible, Nikolay Petrov noted, but on condition that the organization’s standards comply with GOST and do not contradict it.

The issues of welding production modernization were discussed by industry experts at the international scientific and technical conference «Actual Problems of Improving Welding Production Efficiency», held on April 9 as part of the 22nd International Welding Exhibition at the Expoforum Convention and Exhibition Center.

 

The participants were greeted by Mikhail Timofeev, Ph.D., Chief Welder of the Kurchatov Institute — Prometey Central Scientific Research Institute of Structural Materials, who moderated the event.

 

Natalia Rubtsova, director of the Alliance of Welders of St. Petersburg and the Northwest region, offered to honor the memory of the already departed colleagues who created a technological welding service in the country: Aleksander Ardashnikov, Vladimir Gorbach, Mikhail Karasev, Sergey Markov, and Aleksander Artemyev.

 

Viktor Gezha, Ph.D., Head of the sector of the Kurchatov Institute — Prometey Central Scientific Research Institute of Structural Materials, spoke about the improvement of the express method for determining the content of diffusive hydrogen in deposited metal. «Although there are many methods for determining the content of diffusely mobile hydrogen, which significantly affects welding technology, in fact, they all require complex, expensive equipment and highly qualified personnel. In addition, all existing methods allow us to determine the content of diffuse hydrogen only after quite a long time, at least the next day,» he explained the background of the task of developing a simpler technique that could be used in factories.

 

This task has been solved today: by combining several techniques, Viktor Gezha’s team has created a new advanced express technique that allows determining the content of diffusive hydrogen in the deposited metal within literally an hour or even 15 minutes. «The developed technique makes it possible to quickly obtain information about the content of diffuse hydrogen in the deposited metal and edit the welding technology. Currently, patents and regulatory documentation for the new methodology are being issued,» said Viktor Gezha.

 

However, any introduction of technology into production may come up against the lack of personnel, especially qualified ones. «For example, five years ago we did not have such a process as manual laser welding. What kind of worker can be assigned this job — manual laser welding? And now there is robotic welding. What kind of welder can set up robots and perform welding?» asked Aleksander Chuprak, Chairman of the Council for Professional Qualifications in the Field of Welding, Deputy Director General for Technical Regulation and Qualification Assessment of the SRO Association NAKS.

As Aleksander Chuprak noted, due to the large number of different types of welding and for the convenience of regulating the qualifications of welders by the National Qualifications System in the field of welding, it is planned to introduce a Classifier of professional activities by the end of the year, according to which professional standards will be updated.

The timeliness of such regulation is confirmed the increasingly rapid development of the industry. At the end of last year, specialists from the scientific and educational laboratory of St. Petersburg State Maritime Technical University prepared a hybrid laser-arc welding unit for operation at a shipbuilding enterprise for the first time in Russia. Such welding is characterized by the fact that the laser beam and the electric arc act simultaneously, complementing each other and increasing the productivity and quality of the structure. Thanks to the laser-arc installation, the welding speed is increased up to 6 times compared to arc welding.

«Hybrid welding was not introduced into Russian shipbuilding mainly due to the lack of this technology in the regulatory documentation and information about this method in the industry, in particular in the Russian Maritime Register of Shipping. Since January 1, 2025, these changes have been made to the regulatory documentation of the RMRS,» said Vyacheslav Osipov, Deputy Director of the Institute of Laser and Welding Technologies at St. Petersburg State Maritime Technical University (ILIST SMTU), adding that since January the complex has been operating at the Onega Shipbuilding and Ship Repair Plant. It is also important that the installation was created using domestic technology and components manufactured in Russia and friendly countries.

Now, having literally reborn from the ruins, they have become famous again: this time — in the world of connoisseurs of antiquity.

This year, the «Oldtimer Gallery» is held under the motto: «Style and steel of the legendary era». Among the three hundred unique exhibits of the exhibition, outstanding, heroic cars that brought glory to the Motherland — military, labor, and sports — will stand out.

 

The hall will feature vehicles of a wide variety of «professions»: stuntmen, firefighters, trolleybuses and even a small armored train!

Lenfilm will show a unique collection of actor cars that starred in the studio’s legendary films.

Traditionally, the «Oldtimer Gallery» will be attended by clubs of fans of vintage cars from different cities of the country — from Veliky Novgorod to Ryazan, from Togliatti to Moscow. Club expositions at the exhibition are always active, creative, lively communication with enthusiastic people united by a noble cause: the study and preservation of monuments of the technical history of Russia.

«Oldtimer Gallery» is impossible to be imagined without a «flea market». Here, experts and connoisseurs sometimes manage to find real antique pearls among the many «things with history».

The exhibition is truly interactive. Here you can turn a steering wheel of a children’s play trolleybus and ride an electric car around a toy city, learn how to drift on sports radio-controlled cars, turn the levers of an antique cannon and get prizes for participating in contests and quizzes. The bright, active and informative day off spent at the «Oldtimer Gallery» will remain in memory for a long time.
